1. The Legal Map
The single most common mistake in this subject is treating “the Arab world” as one legal jurisdiction. It is not, and the differences are large enough to matter.
Where some betting is legal. Lebanon is the outlier: land-based casino gaming is permitted exclusively at Casino du Liban, a state lottery runs through La Libanaise des Jeux, and in November 2022 the Ministry of Finance granted BetArabia — owned by Casino du Liban — the first and only online gambling licence in the country. Algeria runs legal state betting of a different kind: the Pari Sportif Algérien sports pool, a PMU horse-racing tote where the bet must be placed at the racetrack, and national lotteries, all taxed at 40% on winnings. And the UAE is the one Gulf state where the picture is genuinely moving — the GCGRA now exists as a federal regulator, a national lottery is licensed, and the first authorised online operators are reportedly emerging.
Where it is prohibited. Saudi Arabia, Qatar, Kuwait, Bahrain, Oman, Jordan, Iraq, Egypt, Morocco and Tunisia all prohibit gambling, though the enforcement picture differs substantially between them.
Two differences worth knowing specifically. Kuwait’s enforcement is the strictest we document anywhere — the Ministry of Interior announced arrests connected to an online gambling operation in November 2025, and 2026 court rulings have established precedents including multi-year sentences with hard labour and asset confiscation. And in Iraq, unlike Jordan or Algeria where enforcement is reported to target operators, the 1969 Penal Code provides for penalties against participants as well.

2. Why Your Card Declines
Almost every player from this region hits the same wall, and almost every explanation online gets it slightly wrong.
Your card is not being rejected because the betting site refuses your money. It is being rejected by your own bank, which declines transactions carrying a gambling merchant code. This is a policy decision applied consistently, not an intermittent glitch, and it is why trying a different operator changes nothing.
The specifics vary. In Saudi Arabia, mada cards, STC Pay, Urpay and bank transfers all block them — completely. In Kuwait, KNET does the same. UAE and Qatari cards decline frequently enough that no experienced player builds a routine on them. Algeria layers a further constraint on top: foreign-exchange controls limit what domestic CIB and Edahabia cards can reach internationally at all, gambling or otherwise.
The consequence is that every practical route from this region is indirect, and understanding that upfront saves a lot of frustration at the payment screen.
3. The Payment Routes That Work
Two, and they suit different people.
The e-wallet bridge. You fund a wallet — AstroPay, Jeton, Skrill or Neteller, MiFinity — through an ordinary, non-gambling transaction that your bank processes without objection. Then you deposit from the wallet. Your bank sees a wallet top-up; the betting site sees a wallet payment. Withdrawals typically clear within a day, and within fifteen minutes at the better operators.
Two things to check. Match the wallet currency to your betting account currency or you pay conversion twice. And read the bonus terms first, because many welcome offers exclude e-wallet deposits — which is awkward given that this is how most players in the region fund accounts.

Two caveats we will not bury. Buying coins person-to-person means transacting with an individual rather than an institution, so counterparty risk is real. And the legal position on cryptocurrency varies sharply: Saudi Arabia’s central bank does not recognise it, Jordan’s has warned against dealing in it, Iraq’s has acted against trading, and Algeria prohibits it outright. Using crypto also changes nothing about the legal status of the gambling itself.

4. What Arab Players Actually Bet
European football carries the volume everywhere, but the regional card is more interesting than that suggests.
The Egyptian Premier League is priced deeply by the operators serving North Africa — Al Ahly and Zamalek fixtures get genuine market depth rather than a token match-winner line. The Saudi Pro League has grown enormously in coverage as it has attracted world-class players. Across the Maghreb, French-language coverage of European competition matters as much as Arabic.
The Gulf adds its own calendar. The Dubai World Cup at Meydan is one of the richest horse races on earth. The Abu Dhabi Grand Prix closes the Formula 1 season at Yas Marina. And a heavy cricket schedule — IPL fixtures, the T10 league, Asia Cups — serves the region’s very large South Asian community, which is a genuinely important market that most European-focused bookmakers cover poorly.
Esports is a quiet strength at most operators serving this region: CS2, Dota 2, League of Legends and Valorant run dozens of matches daily.

5. Arabic Support: Real vs Cosmetic
“Arabic support” is claimed by nearly every operator serving this market and delivered properly by fewer.
The test is simple. Cosmetic support means the marketing pages and homepage are translated. Real support means the bet slip, the cashier and the account settings are in Arabic with a proper right-to-left layout — the places where a mistranslation actually costs you money.
