The Position in Oman
Oman prohibits gambling in all forms, and the prohibition rests on two separate pillars rather than one. The Penal Code — Article 460 is the provision usually cited — covers gambling generally, and the Cybercrimes Law addresses it online, with Article 38 the relevant article. Reported penalties include imprisonment of one to three years.
There is no licensing regime, no licensed operator inside the Sultanate, and the authorities block access to gambling websites and monitor internet activity for compliance.
You will sometimes see Oman described as a “grey area” because many Omani players nonetheless reach offshore sites. We think that phrasing is misleading. A clear prohibition that is technically circumvented is not the same thing as an unclear law. Lebanon has a genuine grey area — no specific legislation on individual online play alongside a licensed domestic operator. Oman does not.
